The Instander app is developed by a Russian developer named Dmitry Gavrilov, you can find him on GitHub, Instagram, & YouTube. This is a fork Instagram app that he developed, which means the original app has been modified to add new features. The perfect example of the said app is YouTube Vanced which was made by modifying original YouTube Apk files.

Regarding features, I would say that this Instander app is a modified & outdated version of the official Instagram app. So some latest features available on the latest Instagram app from Play Store might not be available on the Instander app.
